Luxembourg runs a fully free national public transport network, so buses, trams, the panoramic lift, and the Pfaffenthal–Kirchberg funicular cost nothing. That's the spine of the plan: arrive, ride in, loop the old town on foot, drop into the valley on the lift, ride the funicular up to Kirchberg for the Philharmonie and Fort Thüngen, then bus back to the airport. The only money spent is on food and the optional Bock Casemates ticket.
Walk out of arrivals and grab Bus 16 or 29 straight to Hamilius in the centre. No ticket machines, no tapping — just board.

Fifteen minutes is enough — step inside for the stained glass and the crypt, then move on.
